All per-service commands require the service design. It is the second command to run.
submission-pack (strictest)
Requires all 6 core documents (profile, design, SDD, pricing, security, declaration).
7 independent / scan-only
customize, plan, health need no prerequisites. sales, marketplace-data, customer, targets use only bundled CSV data.
